Corrections regarding false statements of fact in Mdm Han Hui Hui’s Facebook livestream on 11 March 2026, which was subsequently posted on Facebook and YouTube

False statements in Mdm Han Hui Hui’s social media posts which contained allegations against the Ministry of Social and Family Development and the Singapore Police Force

The Ministry of Social and Family Development (MSF) and the Singapore Police Force are aware of Mdm Han Hui Hui’s Facebook livestream on 11 March 2026, and subsequent postings on Facebook and YouTube, which contains false statements of fact.
Removal of Mdm Han Hui Hui’s children on 15 February 2026
· It was alleged that the removal of Mdm Han’s children from her care on 15 February 2026 was not done in accordance with the law. This is false.
· The Police removed Mdm Han’s children from her custody on 15 February 2026 after assessing that there were risks to the safety of the children and that the children were in need of care and protection. This was done in accordance with Section 11(1) of the Children and Young Persons Act 1993 (“CYPA”).
· The reasons for the Police’s assessment are as follows:
There is a history of violence in Mdm Han’s household.
Between August 2025 and December 2025, Mdm Han and her husband lodged multiple police reports against each other involving various allegations of violence against each other. There were also allegations in these reports against Mdm Han and her husband which raised concerns about the safety and welfare of their children.
The safety plan put in place was no longer feasible due to the new allegations against the safe adult.
Following the police reports in August 2025, a Child Protection Specialist Centre (operated by a social service agency) put in place a safety plan for the family in October 2025. Amongst others, the safety plan stipulated that a designated safe adult (i.e. the children’s paternal grandmother) (the “Safe Adult”) would move into the home to oversee the care of the children under Mdm Han. Mdm Han and her husband consented to this safety plan.
Between January and February 2026, there were fresh police reports lodged by Mdm Han, her husband, and the Safe Adult against each other. Some of the reports included allegations regarding the Safe Adult’s management of the children.
On 15 February 2026, there were new allegations of violence against the Safe Adult by Mdm Han, which raised immediate concerns about the safety of the three children.
· Thus, a decision was made to remove the children and bring them to a designated place of temporary care and protection.
Placement of children in protective care
· It was claimed that:
i. MSF takes away children from families despite knowing that there is no abuse, so as to be able to show a high reconciliation rate. This is false.
MSF does not remove children from the care of their family to posit a high reconciliation rate. There is a proper basis for any removal, and removal is only used as a last resort.
MSF prioritises the interests of the children and in ensuring their safety and well-being. MSF emphasises early intervention and family preservation wherever possible.
Removal is a measure of last resort, used only where: (a) it is assessed that there is immediate danger to the children's safety and well-being; or (b) when the children cannot remain safe in the care of the parent or guardian, and alternative arrangements for safe care are not possible. Even in such circumstances, MSF continues to work with the family to support the children’s eventual return where possible. All actions taken are in accordance with the powers set out in the CYPA and other related legislation.
ii. Mdm Han did not sign any agreement with MSF regarding the placement of her children in protective care. This is also false.
Both Mdm Han and her husband signed a Voluntary Care Agreement on 19 February 2026 with MSF for the children to remain at the KK Women's and Children's Hospital (KKH) with separate weekly supervised access.
Filming and photography of a child who is the subject of any investigation
· Mdm Han claimed that MSF is seeking to withhold the truth about the physical condition of her children by telling her not to film or photograph the children. This is false.
· MSF was not preventing Mdm Han from filming her children in order to withhold the truth.
· Under Section 111(1) of the CYPA, it is an offence to, among other things, publish or cause to be published any information or picture that identifies, or is likely to lead to the identification of any child as a child who is the subject of any investigation under the CYPA, without proper approval. The law strictly prohibits disclosure of such information, primarily to protect the welfare and safety of children.
Han Hui Hui’s access to her children being contingent on her deletion of social media posts
· Mdm Han claimed that MSF threatened to deny Mdm Han access to her children unless she deleted her social media posts that are not aligned with existing government policies. This is false.
· MSF has never made any threat to deny Mdm Han access to her children unless she deleted her social media posts that are not aligned with existing government policies.
· Under Section 111(1) of the CYPA, it is an offence to, among other things, publish or cause to be published any information or picture that identifies, or is likely to lead to the identification of any child as a child who had been or is the subject of any investigation under the CYPA, without proper approval.
· On 1 March 2026, MSF’s Protection Officer (PO) communicated to Mdm Han during her supervised access session with her children that she could take photos and videos of her children for personal keepsake, but that she was not allowed to post them publicly, in order to safeguard their identity. Despite the clear instructions from the PO, on 7 March 2026, Mdm Han posted videos of her children taken during the supervised access session on 1 March 2026. The videos were posted on her public social media profiles.
· On 11 March 2026, MSF’s PO again communicated to Mdm Han before her supervised access session with her children that she could take photos and videos of her children for personal keepsake, but that she was not allowed to post them publicly, in order to safeguard their identity.
Alleged denial of access to children on a permanent basis
· Mdm Han claimed that MSF is seeking to permanently deprive her of access to her children. This is false.
· MSF had arranged for Mdm Han’s supervised access to her children in KKH on 20 and 26 February, 1, 3 and 6 March 2026. On 11 March 2026, Mdm Han was also scheduled to attend a supervised access session. However, after MSF’s PO communicated to Mdm Han on that day that she was not allowed to post photos or videos of her children publicly in order to safeguard their identity, Mdm Han proceeded to livestream her interaction with the PO. The PO sought her cooperation to stop the video-recording of their conversation and to proceed with the access. As Mdm Han continued with her video-recording, the PO was unable to proceed with the supervised access session.
Status of Police’s investigations that commenced in August 2025
· Mdm Han alleged that the Police have not concluded investigations on her family violence cases that commenced in August 2025. This is false.
· The investigations into the incidents detailed in reports lodged by Mdm Han and her husband between August and December 2025 have concluded. Following the completion of the investigations, the Police issued a 24-month conditional warning to both Mdm Han and her husband on 9 February and 11 February 2026, respectively. Mdm Han was therefore aware of the outcome of these investigations when she made the false statement in her posts.
· There were new police reports lodged by Mdm Han, her husband, and the Safe Adult against each other, between January and February 2026. Investigations into these recent reports remain ongoing.
The Minister for Social and Family Development has instructed the Protection from Online Falsehoods and Manipulation Act (POFMA) Office to issue a POFMA Correction Direction to Mdm Han Hui Hui. The Correction Direction will require Mdm Han to put up a new post, with a link to the Government’s clarification. We advise members of the public not to speculate and/or spread unverified rumours.
